windows services dont appear in "services"?!

hi ,
I've tried http://www.c-sharpcorner.com/2/window_service.asp to create a windows service .. am doing the exact staright forward steps .. but finally i cant find it in the services under my computer->manage
i tried to add an installer , got nothing too ..

anybody help please?
