VB.Net Framework Deployment Problem

Question

I sure could use some help on a Deployment problem....I would really appreciate it... In Win 98,when we run Setup from Bootstrapper,it does not invoke the dotnetfx.exe,which i've included in the same folder as the bootstrapper setupr project,...it says that "Setup is working properly",but after few minutes..."Apllication Setup Failure,contact product support for help" error message comes up...i'm not sure as to what causes this error...?? If we try to manually install dotnetfx.exe,it says that we need Internet Explorer 5.01 or higher version prior to installing .Net Framework...!! Why doesnt this message come up,when we run setupr directly,doesnt setup.exe invoke Dotnetfx.exe directly?? Can someone please guide me on this issue.... Thanx in advance, Zaffar(Rocky)
