Unable to excute short-cut of exe at client machine.

Question

I can run a exe through short-cut at my machine after making some changes in .net configurations in administrative tools. But unable to run short-cut at client machine which dont have configuration wizard as it has only .net framework.
Please help me out Its URGENT.
