Toolbar and Pop-out Tabs - ActiveX?

Question

I'm looking to create a web browser toolbar under Internet Explorer 6.0+ and also pop in/out tabs 
along the left and right margins not unlike Visual Studio .NET 2003's IDE.  From what I've seen 
of ActiveX it seems like it would be what I would require to have such capabilities installed onto 
several IE6 browsers.  I'm hoping C# is powerful enough to achieve all of this.  Can someone 
please point me to decent articles or books to check out to get started in making such controls.

Thanks. BTW what are those pop in/out margin tabs within VS2003 called?
