Sharing folder to other users

I made a Windows program for everyone on a PC. The program creates a subfolder in the aplication directory - that been created by setup - for each user that runs the program. But only administrators can do that. The 'limited' users take a message deny access to the appl. folder. I tried everything like FileIOPermissions but nothing. Can anyone help me?
