possible to upload MySQL database using ftp?

Hey, Could someone tell me if it is possible to simply ftp a MySQL database to a server and not have to change any settings on the server. For example...I have a site that pulls its data from a database. I want to update the database on my PC and only when I am finished updating the database, then upload it... I'd appreciate any opinions or help. Mausy
