Pause some functionality of Custome Windows Service

Hi Guys,
Windows service is running to track my application usage. And it transfer that usage file to some specified location in local directory.

My question is here, how can I ensure that that transfer of usage is performed only after the user login successfully.

Need guidelines Please.
