Inspect Ement "Serving from the file system ? ..."

Question

While doing inspect element in google chrome I'm getting rare times as message "Serving from the file system ? Add your files to the work space". 

What it mean exactly ?

At that time I'm unable to debug my scripting code as I'm not even able to look my code.

How to come out that ?
