How to create auto send emails for users? say NewsLetters

Hi,
    How I can send daily updates or news and letters to all users in my web application...? I want to set all news of  a year in backend.... How code will manage either C# or Say SQL server to send mails with letters or news automatically, for first week or first day of month....
