How can Encrypt a pdf file?

Hi, i am new in this forum... i am using visual studio framework 3.5 trying to do something with encrypting pdf file, It is not successful for final view . I use Rijindael method in my situation .

Do you have any method , ideas ?

Could you give me suggestion?
