GUI layout changes when I switch computers

Question

Ok this is probably some incredibly basic thing but I can't for the life of me seem to figure it out. I am doing a program on my desktop with Visual C#. All of the actual graphical stuff is being done visually drag and drop. I've set all of the positions and sizes in the properties window for each item. However when I view the program or even load up the project on my laptop all of those numbers change. Is there something that I am missing a fixed setting that keeps the program from doing that?

I had tried docking and anchoring the controls; however the problem is that I am using some panels for dynamic drawing and I always need them to be the same size. My idea this morning is to just layout everything programaticaly when the window opens. That way I can be sure of how many pixels wide and tall everything is and exactly where it's located. You need to dock or anchor your controls otherwise your form will look different on different screen resolutions.

Yes it is a MDI form app. And the WindowsState is set to Normal.

Is this an MDI Forms app? What is the WindowState set to in the Form Properties? -James
