drawing objects?

Question

hi all i ask this question before but i didnot reach what i need ...may because i didnot explain it correctly i need to make an application in which i draw objects like picture and controls.....for example u know the visio program which u draw on it the elements like elements of flow chart...and u can resize it and so on............ how can i make this by c#............with opengl or what thanks too much for help
