Down load file from email hyperlink

Hi Guys This is my requirement, if any body know pls send source code in c# DotNet. A user can upload file to a specified folder .Then email is sent to the user with hyperlink to the path and name of the uploaded document. when a user clicks the link in email that file should be down loaded.
