DirectX 9.0b compatibility issues...

So, in Visual C# 2003, I'm using the .NET Framework 1.1 SDK and the DirectX 9.0b developer SDK with the summer 2003 update. Theoretically if the person has .NET Framework 1.1 installed and the DX 9.0b End User Runtime, would he/she be able to run my programs?
