Creating effects

Question

I'm planning to code a tool for creating buttons, banners and logos. I would like to know what is the simplest way to do this. I want drop shadows, inner glow and make effekts on text. Are there any libraries, source code that have this basic things. What do you think of using DirectX power to do this? Sincerely Andrlage
