creating a serial port

Hi all.. I need some idea.
I have task in C# to simulate a SerialPort ex. COM11, when the app. is running, COM11 port should be created.
When I run my Hyper terminal it should COM11 in the available com ports..

Can anyone give me some idea, so that I can extend this to make a Virtual Com Port creator
Please anyone Help me
