cell number traking

Question

Is it possible to track a current location by cell number. I am trying to develop a simple windows application with c#, even though a cellphone doesn't contain gprs or other internet service will be track its current location. If yes then suggest me a code that can be use in a application.
Application is not for cellphone it is for desktop.
