Cannot rename GIF files while it is in use, But can rename movie files WHY?

Question

I have a application where download data from a server once a day to a particular Folder. In that application we use some GIF files which need to be renamed when data is getting downloaded. I can easily rename a movie file but not able to rename a GIF file whenboth are been currently in use. I cannot close my application too.
