C#-based apps, will it run under windows 95 and 98se

hi guys, i'm planning to study to program c#. but i'd like to ask if my apps have been developed using c# under windows 2k/xp and after making executable files, will it run under windows 95 & 98se??? because some pc in our office is still using windows 98se but pc (where i will develop my programs/ apps is using windows xp pro) will it work? i heard that i should install .net framework 1.1 or greater. can you give me some help? i am using visual c# 2005 express edition, is this ok as well? thanks mike
