Bug : Post a reply text area

While reply to question, the alignment is not correct.The mouse cursor is point and the text also appearing middle of the row.

Please refer the screenshot.

Software config :
OS : Windows 7 64 bit
Browser : Google Chrome 19.0.1084.56 m
