bluetooth plugin or c# based library

Question

Based on the following components and other from the xamarin inc. please tell that which plug-in or library will be used and best suitable (why) for the android Bluetooth application in which a user can track other user activity through Bluetooth.

other than xamarin there are components that use the c# library.

need that in the bluetooth android application from the libray or c# code desktop application that can be used in the android application.
