Allocating The Shift

Question

hello sir 


-> my project Iam(Admin) Assigning the Task of user.
->It have Two Shifts(Morrning Shift And Evening Shift)
->The Morning Shift Users pending Task Automatiacaly assign the Evening Shift and completed task send to the Admin
(CONDITION)
->iF EVENING shift two or more user.  morning shift have one pending task And find the priority of Evening Users Task.it has Assign to the Low priority of the user
->how to write the stored procedure for sheduled task in sql server 2008 r2
