A student in Viet Nam ? Have a question ?

Hi , Everybody in this Forum .
My English is rather poor . Maybe I have some misspell . Please,Don't be sad ..
I want to make a Control (similar MenuScript in the ToolBox ) . And then I add this Control to the Toolbox . When I run (F5) I want this control to add some MenuItem that I define from a text file .
For Example : I have a text file . Menu.txt and save it on C:\\Menu.txt .

MnuFile:&File
...mnuNew:&New
...mnuOpen:&Open
MnuEdit:&Edit
...mnuCut:&cut
...mnuPaste:&Paste .etc....
When I add a Control which I made ,It'll be Display Menu similar to my text file.
